English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest poll of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in southeast England announced its property management strategy included the sale of a retail complex in a local town and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Council Tax Increases and Broader Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase council taxes next April to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found council budgets being strained by the growing number of children and adults requiring special educational assistance.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
